Does merge upload every exhibit?

Not when the page labels the job Instant. The bytes can be stitched in the browser. Cloud siblings are a different job. Either way, only combine files you are allowed to put in one packet.

Will merge rotate a sideways page?

No. Merge keeps each page as it arrived. Turn a source upright in the app that made it, or organize that page, then merge again from the corrected file. Do not print-to-PDF just to rotate if that rasterizes the text.

Can I merge a locked PDF?

Only after you unlock it with a password you already know. A protected source will not quietly join the packet. Unlock is not a crack.

Should I compress before or after the merge?

After, and once. Freeze the page order, then compress the packet you will actually send. Merging a crushed file with a full-size scan does not give you a consistent size.

Do bookmarks and links survive?

Do not count on every internal link. If the reader must land on an annex, add a one-page contents sheet after you know the final page count, then merge that sheet in front.

Why people accidentally overshare during a merge

Cloud merge sites ask you to upload every exhibit even when you only needed to concatenate. That is a habit leftover from 2012. If the UI says Instant, treat it as on-device work. If a sibling tool is cloud (Office convert, OCR), that is a different job. Do not merge confidential exhibits on a cafe computer you do not control, Instant or not — shoulder surfing and download folders still exist.

Only merge files you are allowed to combine. Mixing a public flyer with a passport scan in one PDF is how packets leak through email forwarding.

Locked files and mixed page sizes

A password on any source will stop a clean merge until you unlock with authorization via /convert/unlock-pdf. Letter plus A4 in one packet is legal; printers may letterbox. Recipients on phones will pinch-zoom mixed sizes. If the packet must look uniform, standardize sources before merge rather than hoping concatenation invents a design system.

Bookmarks and internal links from the sources may not all survive. If the reader must jump to annex C, add a one-page contents sheet with page numbers after you know the final count.

After the packet exists

Name it for humans (Acme-lease-fully-executed.pdf). Keep the separate sources. Merge is not a backup strategy. If you emailed the packet and then found a typo on page 4, you want the original page 4 PDF, not a scavenger hunt through a 40-page flatten.

Students assembling homework should put the rubric last only if the teacher asked for that order. Professors skim from page 1. A merged packet that starts with a 12-page appendix is how feedback arrives late.
