What a JPEG re-encode can and cannot fix
It can drop megabytes from a 12 MP export so Gmail and WordPress stop complaining. It cannot restore highlight roll-off from a phone HDR JPEG that was already quantized. It cannot add pixels — that is enlarging, and it looks plastic. Metadata: some EXIF may be stripped depending on how Canvas exports; do not use this as an archive of GPS. Color: sRGB assumed. CMYK JPEGs from print shops may shift — convert in a proper app first. Pair with Crop Image if the subject is a small region of a huge frame; encoding unused sky is wasted bits. After a sane quality, if the file is still huge, the long edge is the problem — Image Resizer.

Start from .jpg/.jpeg (or converted HEIC)

Do not re-import the download for a second pass unless a portal still rejects the cap — then resize, do not stack encodes.
